Human Resources Director
Bethesda, MD; Oak Ridge TN; Piketon, OH
Design, develop and implement compensation, benefit, training and organizational development programs, policies and strategies.
• Partner with CEO and senior management to develop talent in the organization, plan succession, and establish key programs and plans.
• Advise management on all HR issues.
• Recruit, counsel, motivate, evaluate, train and schedule assigned staff.
• Develop benefit and compensation strategies for the company. Review current plans and compare them with industry best practices. Inform the company management of opportunities for adoption of new benefits/compensation programs or modifications of existing programs. Benefit programs include but are not limited to medical, dental, life, disability, flexible spending accounts, 401(k) and pension plans, and tuition reimbursement plan.
• Identify, evaluate and resolve compensation and benefit issues.
• Work with legal counsel to resolve issues as they are identified.
• Develop, document and implement compensation and bonus plans. Use spreadsheet software to cost out various alternatives and pay-out scenarios. Develop and maintain salary band ranges.
• Manage the administration and implementation of the corporation's Performance Management Plan process. Ensure implementation on an ongoing basis. Analyze employee evaluations and ratings and provide recommendations to management regarding equity and EEO issues.
• Assume the lead in gathering data and making recommendations for the Human Resources/Administration budget in the yearly budgeting process. Work with each HR manager to analyze budget performance and project needs for the coming year. Organize and prepare materials for the budget process.
• Act as a resource to company management on issues regarding compensation and benefits and assist in evaluating labor contract compensation strategies.
• Identify training and development needs within the company and develop plans, procedures and programs to meet those needs.
• Provide consultation to management regarding causes of organization problems and recommend and promote solutions, ensuring measurable progress.
• Provide ongoing communication to all employees on compensation, benefit and training issues.
• Adhere to company policies, procedures and Code of Business Conduct.
• Maintain the compensation and benefit aspects of the Human Resources Information System (HRIS).
• Interact with multiple departments and levels of management, and the Board of Directors.
Qualifications:
• Bachelor's degree.
• Master's degree in Organizational Development/Psychology or Industrial Relations. Preferred
• Minimum of 10 years of experience in a broad cross-section of human resource responsibilities.
• Strong consultative, communication and presentation skills
• Demonstrated analytical skills.
• Proficient in Microsoft Word, Excel, PowerPoint.
• Must be able to obtain and maintain a Department of Energy “Q” security clearance.
• Experience with Oracle Fusion Cloud.
• Manage multiple priorities/projects effectively.
• Exhibit proactive, service-oriented manner and ability to deal effectively with a diverse and demanding client base.
• Identify and support implementation of process improvements.
• Experience with Collective Bargaining Agreement negotiation and administration.
• Experience in corporate level Benefit and Compensation administration.
